Pre-opening Services
Surgery Center Partners, through our subsidiary, EMSO, works one-on-one with each of our physician partners to establish a new center. Our goal is to deliver a state-of-the-art facility while ensuring that every partner attains his or her highest revenue potential. Toward that end, we perform a feasibility assessment, write the business plan, secure financing, and file for all business and regulatory licenses. We locate an appropriate site for the center (approved by the partnership) and either oversee facility construction or negotiate a lease on an existing facility. We also purchase and set up all medical and office equipment, fixtures, furniture and supplies. Whether we build from scratch or lease, we oversee all required construction work.

Throughout the development process, we manage the efforts of realtors or leasing agents, lawyers, architects, structural engineers, contractors, product and service vendors, and work with all local and state licensing and regulatory agencies. Through regular meetings and reports, we keep our physician partners apprised of progress and involve them in decision-making.

Managed Care Contracting
In today's environment of declining professional reimbursements, it's important to have a management partner that has extensive experience negotiating important managed care contracts. EMSO has learned the best practices in managed care contracting. This has allowed us to negotiate considerably higher than average reimbursement rates for every endoscopy center that we have opened. We also are well positioned to maximize PPO reimbursement for facility fees.

Higher rates obtained by our knowledgeable staff members have contributed to higher profits for our centers—and our physician partners.

Working with a consultant or management company that lacks this track record of successful fee schedule negotiations can prove to be very costly.

Accreditation and Quality Assurance Compliance
EMSO assumes responsibility for obtaining state licensure, Joint Commission on Accreditation of Healthcare Organizations (JCAHO) certification, and Medicare accreditation for each of our centers. We handle every application from inception to completion and ensure that all of the ongoing standards and requirements of each of these governing bodies is met. These tasks include physician credentialing and peer review, continuing education, clinical and administrative policies, patient care and monitoring, non-physician clinical competency, infection control and risk management. Our mandated reporting efforts, including those mandated by the state, are supported by Source Medical Solutions' SIS software. We also ensure that our centers are compliant with the privacy rule under the Health Insurance Portability and Accountability Act (HIPAA). Our appointed HIPAA Officer regularly reviews our policies and procedures, including the compliance training provided to staff members at each center. EMSO conducts all monthly review and analysis tasks associated with accreditation, compliance and quality assurance, and we regularly evaluate employee and patient satisfaction.
